El programa está destinado a inscribir y entregar el DNI a unos 48.000 chicos bonaerenses de entre 3 y 17 años, "con todas las garantías de un Estado que los reconoce, los cuida y los acompaña". En todos los casos, será el Estado Provincial el que asuma todos los costos y los trámites que normalmente tendría que hacer el ciudadano.
